Transaction visibility for newly created users - GMK-17970

Issue Fixed: When a new user was created at an intermediate level in a multi-level company hierarchy, existing transactions involving only lower-level subsidiaries were not visible to that user. The platform now correctly populates the user's visibility.

Q-Form / Full-Form status inconsistency - GMK-17972

For guarantee issuance transactions in the bank drafting stage, the Q-Form view displayed "Ready for Review" while the Full-Form view displayed "Draft Requested" for the same guarantee. The Q-Form view now reflects the linked guarantee's actual status when one exists.
